The Eurasian Digital Silk Road: Can India and Eurasia Rewire the Future of Work and Knowledge?

Over the last decade, discussions on India’s engagement with Eurasia have been marked by themes including geopolitics, energy cooperation, and strategic connectivity initiatives. The transport corridors connecting India to Central Asia and Russia, such as the International North-South Transport Corridor (INSTC), have lacked momentum compared with other Eurasian connectivity projects, such as the Middle Corridor and the Belt and Road Initiative, which have attracted greater global policy attention in recent years.

However, a quieter transformation is underway as a “Digital Silk Route” takes shape across Eurasia. There is a possibility that, in the absence of physical connectivity, India and Eurasia take a digital route that goes beyond highways, pipelines, and railways, reshaping how societies collaborate, exchange knowledge, and work together in the global labour force.

This transformation will not merely be technological but will also entail a deeper restructuring of economic opportunities, digital governance, and knowledge networks linking India with Eurasia, extending across the wider Eurasian region. As the digital infrastructure expands across the region, Eurasia and India can continue to strengthen their digital public platforms, and the region can witness the formation of new corridors- not made of steel or concrete, but of data flows, digital platforms, and virtual collaboration.

From Physical Connectivity to Digital Corridors

For decades, India has faced structural constraints in engaging with Eurasia, particularly geographic barriers that limit physical connectivity. The region’s connectivity landscape has historically been shaped by complex political and logistical realities that make trade routes both expensive and time-consuming. India’s connectivity with the region has been disrupted since the partition of South Asia in 1947, and the situation has remained similar since then. However, digital connectivity and infrastructure corridors are now helping to bypass this geographical hurdle.

Today, country-level cooperation between India and the Eurasian region includes technology partnerships, digital infrastructure development, and innovations. Digital connectivity initiatives—sometimes described as elements of a “Digital Silk Road”—are helping countries collaborate across fields such as fintech, cybersecurity, artificial intelligence, and digital governance. These new forms of cooperation are gradually complementing the traditional connectivity initiatives between India and Central Asia.

For India, which has successfully developed one of the world’s most extensive Digital Public Infrastructure (DPI) ecosystems and platforms such as Aadhaar and UPI, this represents an opportunity for a new form of technological cooperation with the emerging digital economies of Eurasia. whereas, in the context of the Eurasian states, they also gain new partners to diversify their current technology partnerships and improve their digital capabilities. Thus, representing a new form of mutual interest for Eurasian connectivity.

The Rise of Transnational Digital Workspaces

The most significant impact of this emerging digital corridor is its influence on the future of work. Across Eurasia, young professionals are increasingly participating in remote employment and digital freelancing. India’s large pool of technology professionals and its increasing start-up ecosystem are already deeply integrated into global digital labour markets. As connectivity across Eurasia improves, these networks are expanding to include new partners in Central Asian and Eastern European economies.

Besides the digital workspaces, digital collaboration is also redefining the educational and knowledge exchanges. Universities, technology institutes, and research centres across India and Eurasia are expanding. Online learning platforms, virtual academic collaborations, and digital research partnerships are facilitating intellectual inclusion. Such initiatives have received more focus since the COVID-19 pandemic, which accelerated the adoption of remote communication technologies.

In practical terms, this means that an Indian software developer in Bengaluru, a start-up founder in Tashkent, and a data scientist in Moscow can collaborate in real time without geographical constraints. These digital interactions are slowly creating a transnational ecosystem of knowledge production and innovation, which was once dependent solely on diplomatic and economic ties.

Digital Connectivity and Youth Mobility

One of the significant byproducts of the Digital Silk Route is Youth mobility and skill exchange. India’s demographic profile, characterised by a technologically skilled youth, positions the country as an important contributor to Eurasia’s emerging digital economy. On the contrary, numerous Eurasian countries are investing in digital transformation strategies that require skilled workers and collaborative innovation networks.

India’s growing partnerships with Central Asian countries in areas such as education, information technology, and digital governance illustrate how these relationships are evolving beyond traditional strategic engagement and gradually expanding the scope of India–Eurasia relations from state-centric diplomacy to society-driven digital exchange. Students, entrepreneurs, and technology professionals increasingly serve as informal ambassadors of this emerging digital partnership. Through hackathons, academic partnerships, start-up accelerators, and technology conferences, new collaborative communities are forming across the region. These interactions contribute not only to economic cooperation but also to long-term cultural and intellectual linkages.

Strategic and Governance Challenges

Despite its promise, the Digital Silk Route also presents complex governance challenges. Questions surrounding data security, digital sovereignty, regulatory standards, and cybersecurity remain central to discussions about digital cooperation across Eurasia. Countries maintain different approaches to digital governance, and aligning these frameworks will require frequently organised policy dialogues.

Furthermore, as urban centres rapidly integrate into digital economies, rural and tribal regions in India often lag behind. Addressing this digital divide will be essential if the benefits of digital connectivity are to be distributed more equitably across societies. Both India and Eurasian countries are facing this issue at the onset of digitisation.

From a strategic perspective, the digital connectivity intersects with broader geopolitical competition over technology ecosystems and data standards. As global powers increasingly view digital infrastructure as a strategic domain, countries across Eurasia are navigating complex technological partnerships. India’s approach, often characterised by openness, technological pluralism, and its successful experience with scalable digital public platforms, could offer an alternative model for collaborative digital development to both regions.

A New Phase in India–Eurasia Relations

This development in the evolution of the Digital Silk Route can take India-Eurasia relations into a new chapter, defined not only by agreements and projects but also by connections in knowledge, innovation, and digital labour forces. Though not readily apparent, these connections may eventually prove more transformative than those along highways or pipelines. In the long term, digital connectivity may change the very idea of regional cooperation in Eurasia. Instead of understanding regional connectivity only in terms of physical routes, policymakers may come to appreciate the value of data flows, digital entrepreneurship, and collaborative innovation in regional cooperation.

For India, engaging with Eurasia’s digital transformation offers an opportunity to forge deeper alliances that transcend traditional security considerations. For Eurasian states, collaboration with India’s vast digital ecosystem can provide access to a one-billion-plus market, technological expertise, innovation networks, and a dynamic knowledge economy to systematically scale digital infrastructure to the last mile.

The Digital Silk Route might still be in its formative stages, but it is an example of how connectivity in the twenty-first century is driven less by geography than by people, platforms, and ideas. As connectivity continues to evolve, it could prove to be one of the most significant underpinnings of future India-Eurasia engagement.
